Rural & Francophone Pilots

For eligible workers considering participating Canadian communities.

By Patrick Leong · R506679 · Reviewed 11 October 2026

What are these community pilots?

The Rural Community Immigration Pilot (RCIP) and Francophone Community Immigration Pilot (FCIP) provide permanent residence pathways tied to participating communities. FCIP supports Francophone minority communities outside Quebec.

Is a job offer enough?

No. These routes involve designated employers and community requirements. Applicants must also meet federal eligibility requirements; community recommendation and the federal application are distinct steps.

What should we review?

The participating community, employer designation, job offer, relevant work experience, language, education and settlement funds. Requirements and local priority occupations must be checked for the chosen community.

Does this replace Express Entry?

These are separate pathways. They should be considered alongside other options based on your circumstances, rather than treated as a guaranteed alternative.
